Gürcistan makamları, 1 Temmuz 2025 itibariyle ülkelerine doğu sınır kapılarından ( Rusya-Azerbaycan-Ermenistan ) yüklü olarak giriş yaparak transit geçecek araçlar için başlattığı Yeni Bilgisayarlı Transit Sistemi (NCTS) kapsamında yaşanan teknik ve operasyonel sorunlar nedeniyle söz konusu sınır kapılarında 10 güne varan beklemelere sebep olmaktadır.

Gürcistan tarafından yalnızca 4 yerel teminat şirketinin yetkilendirilmiş olması, bu şirketlerin taşımacıların T1 başvurularına geç yanıt vermesi, mesai saatleri dışında ve hafta sonlarında çalışmaması gibi sebeplerle belirsizliğe bağlı beklemeler daha da artmaktadır. Ayrıca bazı firmalara ulaşılamaması da işlemlerin tıkanmasına yol açmaktadır.

Bu durum, hem ihracat yapmak için ithal ürün bekleyen sanayicilerimizi hem de taşımacılık yapan firmalarımızı ciddi şekilde etkilemektedir. Gürcistan’ın transit konumundaki bu aksaklıklar çözülenceye kadar sektör firmalarına dönüş taşımalarında yükleme ülkesinde TIR Karnesi düzenlenmesi ya da mümkünse Gürcistan yerine alternatif güzergahların tercih edilmesi tavsiye edilmektedir.

Notice on Delays of up to 10 Days at Georgian Borders Due to NCTS Implementation on Import Direction

As of 1 July 2025, Georgia has begun requiring NCTS (New Computerised Transit System) procedures for import-bound loaded vehicles entering through the Russia–Georgia and Azerbaijan–Georgia border crossings. However, this requirement was imposed before the necessary infrastructure was in place on the part of the four authorized Georgian guarantee companies (one of which uses its guarantee capacity exclusively for its own operations), despite applications submitted by our transport operators.

The following operational shortcomings have caused significant delays:

• Georgian guarantee companies have not responded to applications within 10 days,
• They do not operate after working hours,
• They remain closed during weekends,
• They are often unreachable for communication.

As a result, delays exceeding 10 days have been reported at the Georgia–Russia and Georgia–Azerbaijan borders.

We would like to inform our transport operators, importers, and export-oriented companies awaiting imported goods that these unusual waiting times continue to affect operations. Until the issues stemming from Georgia’s NCTS-related transit procedures are resolved, it is recommended that:

• A TIR Carnet be issued in the country of loading for return loads, where applicable,
• And where possible, alternative transit routes to Georgia be considered to avoid operational disruptions.
